BEIJING (Reuters) - North Korea's young leader wants a state visit to China in the latest move in his push to lift the isolated state out of decades of poverty, but risks further fraying ties with his only powerful ally by sticking to the threat of a new nuclear test.
It is not clear whether China will be prepared to host him, as requested, in September when Beijing will be preoccupied with its own leadership change. The leadership may also have its doubts about the unproven Kim Jong-un, who after only four months in office, defied his giant neighbor by conducting a long-range rocket test.
A source with ties to both Pyongyang and Beijing told Reuters on Friday that Kim's uncle, Jang Song-thaek, effectively the second most powerful figure in Pyongyang, had asked for the visit when he met Chinese leaders on a visit to Beijing last week.
"It will be a state visit. This was one of the most important missions of Jang Song-thaek's visit," the source told Reuters, speaking on condition of anonymity.
China's foreign ministry declined to comment on the proposed visit, which would be Kim's first trip abroad since he took office and became the third of his line to rule North Korea.
Kim, in his late 20s, appears to be trying hard to soften the dour image of his dictator father whom he succeeded in December.
He has appeared waving and smiling at public events, even attending a pop concert that included Disney characters, and at times - just as unusually for a North Korean leader - accompanied by his wife.
But for most of North Korea's 22 million people, who are among the Asia's poorest, little has changed.
Some analysts see Jang as the driving force behind the North's promise of economic reform. Kim's uncle made his trip to China to press its leaders to provide greater backing for an economy brought to its knees by decades of mismanagement and international sanctions over missile and nuclear tests.
MAY BE LOATH TO HOST KIM
Beijing may be loath to host Kim in September at a time when China is preparing its own leadership change and because of the April rocket test, analysts said.
"North Korea has been nice to China only in the past one and half months," said Shi Yinhong, a professor of international relations at Renmin University in Beijing.
"Heaven knows whether North Korea will change again in a few months."
The proposed visit also comes when there are doubts over how willing Chinese companies are to put money in their neighbor, with its complex and contradictory investment laws.
One Chinese mining company this month took the rare step of turning to the Internet to air grievances over what it saw as the North's unfair business practices.
Observers said new special enterprise zones in North Korea, aimed at building up business with China, have met with little or limited success.
United Nations estimates show that a third of North Korea's population is malnourished and it says the economy still has to regain output levels seen in the 1990s, when a devastating famine and the withdrawal of Soviet aid hit the country hard.
Chinese investment is the only viable large-scale option for the North.
"Jang Song-thaek went to China and discussed economic issues but the visit did not turn out to have the major impact that was expected. So Kim Jong-un will go to ask for the economic aid and long-term cooperation that they need," said Yoo Ho-yeol, professor of North Korean studies at Korea University in Seoul.
NUCLEAR THREAT
China will expect to extract a price from Kim and will want the North to commit to return to talks with regional powers, so-called Six Party talks, aimed at defusing the nuclear threat on the Korean peninsula, Yoo said.
For the reclusive North, that nuclear threat has long been its only real diplomatic leverage with the outside world, especially the United States.
Kim's father oversaw two nuclear tests and his long range missile tests were seen by the United States as attempts to develop a ballistic missile capable of reaching the U.S. mainland.
While the most recent missile test in April went spectacularly wrong, and saw sanctions even further tightened, the North is believed to be pushing ahead with plans to conduct a third nuclear test.
The source who disclosed Kim's request for a visit said that the North retained the capacity to carry out another test.
"There is no doubt North Korea has the capability, but China is strongly opposed to it," the source said.
It was impossible to verify the plan independently in North Korea, one of the world's most closed states, although the source has proved reliable in the past, predicting the ascent of Kim's uncle, Jang Song-thaek. Also, after North Korea announced its first nuclear test in 2006, the source gave Reuters exclusive details of the preparations for that test before it was conducted.
"North Korea wants a permanent peace treaty to replace the armistice in exchange for dropping plans for a third nuclear test. It's been 60 years and time to (formally) end the war with a peace treaty," the source added.
A formal peace treaty to end the 1950-53 Korean War, rather than the armistice in place, has been a longstanding demand from Pyongyang, which wants diplomatic recognition from the United States.
Washington and its ally South Korea, which is host to some 28,000 troops, insist the North give up its nuclear ambitions before any peace treaty and large scale economic aid.
With the U.S. presidential election and Chinese leadership change this year, Pyongyang has little leverage beyond its nuclear threat, analysts say.
But they add that Beijing cannot give up on Pyongang, which acts as a buffer to U.S. ally South Korea, and knowing that the North's collapse could send columns of refugees fleeing across its border.
Recent satellite images have shown North Korea making progress in tunneling associated with a nuclear test, although it has been impossible to independently verify the images.
Siegfried Hecker, a U.S. nuclear expert who has visited the North's main Yongbyon nuclear facility four times since 2004 and was the last foreign expert to visit the site in late 2010, wrote in a report published on August 6 that the North could be technically ready for a test within two weeks.
Hecker and co-author Frank Pabian wrote that North Korea might conduct a simultaneous test using plutonium and highly enriched uranium.
The North's previous tests have used plutonium and the use of highly enriched uranium would give Pyongyang a second route to a nuclear weapon.
"Whether and when North Korea conducts another nuclear test will depend on how high a political cost Pyongyang is willing to bear," Hecker and Pabian wrote.
"Beijing has continued to expand aid and trade with North Korea, but has also applied significant diplomatic pressure on Pyongyang not to test."

How long have you been sewing?
After I graduated from college in 2010 I was underemployed and had a serious desire to be creative again and thankfully, found Modern Domestic! ?It?s been two years of creative sewing bliss!?
Tell us about a favorite recent sewing project.
I really love sewing for others, it makes me so happy to give a personalized gift and know the recipient appreciated it. ?This spring, I made lots of baby shower gifts, simple baby blankets and burp cloths in rockin? fabric specially picked for the family. ?Currently, I?m working through all the unfinished projects I have, they?re bugging me and I just want them off my to-do list so I can learn quilting and have new excuses to buy more fabric! ? Sometimes I think I love buying fabric more than sewing, I love the endless creative possibilities fabric provides. ?
What is your favorite sewing tip/tool?
My favorite sewing tip is eat before you sew and don?t forget a drink! ?Ahh, energy and relaxation sets the mood for maximum sewing pleasure while using my favorite tools the seam ripper and my dearest love, the #10 foot. Stitch in the ditch forever!
Before I was distracted by a full time job and took home my new machines I would sew exclusively at MD. ?Now, I have my loves Bernie, Sergio and little Bea close at hand set up in my bedroom. ?It?s hard to go into work each day when I wake up looking at my machines!
What sewing project(s) do you plan to tackle next?
Right now I really, really want to finish my pile of unfinished projects that include a knit dress I started last summer from the Built By Wendy book, a Minoru Jacket and Pintuck Blouse from classes this spring and an apron for my sister that made me so totally mad I?ve done nothing but scowl at it. ?Once that list is cleared I can?t wait to take on some new surprises like house warming gifts, Halloween costumes, Christmas gifts, or learning to quilt. ?

NASHVILLE, Tenn. (AP) ? Authorities in Tennessee issued a statewide Amber Alert on Friday for two children missing since their home was destroyed by an intense fire.
The Tennessee Bureau of Investigation sent out the alert late Friday evening after investigators spent a fifth day trying to determine if there were any remains of the children in the fire debris.
The children, identified as 9-year old Chloie Leverette and 7-year old Gage Daniel, were living with their step-grandparents at the house that burned Sunday night and early Monday.
"We don't know where they are," said TBI spokeswoman Kristin Helm, adding that the alert has not been sent to other states. "We don't have any indication that they're in another state."
Two bodies tentatively identified as 72-year-old Leon "Bubba" McClaran and his wife, 70-year-old Molli McClaran, were recovered Monday and have been sent to the Nashville medical examiner's office for autopsy.
Multiple fire experts had processed the debris of the incinerated farmhouse and no trace of the children was found, the TBI said in a news release announcing the alert.
On Wednesday, the TBI issued an endangered child alert for the two when officials said they could not find the children's remains.
Helm said the TBI does not have any direct evidence that the children are victims of foul play. She said there are no persons of interest in the case and that investigators are following all leads, but would not elaborate.
Forensic teams from Middle Tennessee State University and the University of Tennessee at Knoxville were brought in to help in the search.
Forensic anthropologist Steven A. Symes, who formerly worked in the medical examiner's office for Shelby County, said it was a smart decision for authorities to bring in these teams because they have the expertise.
"It just takes some screening and some close looking and understanding that a piece of drywall and piece of skull bone burned look about identical," he said.
Symes said the recovery of remains from fires has advanced as the forensic anthropology field grows, but he acknowledged it is still a slow process. He said the length of time to recover remains depends on the scene and how detailed the search is.
"Unfortunately sometimes a case that you least expect to be suspicious or difficult turns into that type of case," he said.
Christopher Garrett, a spokesman for the State Fire Marshal's office, said he did not have any information on a cause of the fire.

CHARLESTON, W.Va. (AP) ? The Environmental Protection Agency says it will appeal a federal judge's July ruling that it overreached by setting up water-quality criteria for mountaintop removal mining operations in several Appalachia states.
EPA filed notice of intent Thursday to appeal the ruling by Judge Reggie Walton in the U.S. District Court for the District of Columbia.
Last year, the EPA revised 2010 standards by tightening guidelines on the practice of dumping waste from surface mine blasting into valley waterway. The National Mining Association sued, and West Virginia and Kentucky joined the lawsuit.
Walton found the EPA infringed on state regulators' authority to permit mines using federal clean-water and surface-mining laws.
His ruling was one of several setbacks to the EPA in its attempt to crack down on mountaintop removal coal mining.

Fresh details have emerged today via Austrian site Telecom-Presse, revealing a phone with humble specs and a distinctive front face.?
The device, which seems to be an entry-level smartphone focused on -- you guessed it -- music. Featuring two stereo speakers, a tiny 3-inch QVGA (240x320) display and Android 4.0 Ice Cream Sandwich. It's powered by an 850MHz single-core CPU, so you won't have a whole lot of horsepower to play around with, and as such we'd expect this thing to be priced competitively. About a month ago, the folks at Facebook announced that they've increased their efforts to delete fake accounts and likes. And now, according to a report, the results of this mission are really starting to show.
TechCrunch's Josh Constine reports that?a third-party tracking service reveals?that popular Facebook pages are suddenly losing a great number of likes. Constine attributes these drops?? which include a loss of over 96,000 fans on Zynga's "Texas HoldEm Poker" page?? to the purging of fake likes and accounts (or "Operation Unlike," as he dubs it).
To be very clear: The accounts which are being deleted are illegimate accounts, those created for the sake of spam or in order to artificially increase likes on a page.?Additionally, likes which?occurred?because of malware, compromised accounts, deceived users or some sort of purchase ??yes, people really buy and?sell likes in bulk? are being removed.
If you are a legit user, as in a real human being and not a spam bot, you don't have anything new to worry about. In fact, you can breathe a little bit more easily since there should be a lot less spam on the social network.

Thanks to technology and the availability of online tools and resources, you can file your taxes in no time, pay a bill using your cell phone and even monitor your credit report while on the go.
There?s an unlimited amount of tools, apps and mobile shortcuts that help ensure your money is managed properly. By using these online tools you?ll be able to save time, avoid a lot of human accounting errors and be able to track your bank account goings on with ease.
With the ?go anywhere? capability of mobile apps, it?s easier than ever to see if you?re on budget this month or pay your credit card bill before its past due. But enough about the benefits of these tools, here are some of the best online resources and apps for financial success.
1. Financial planning software
By far the most valuable tool I use to manage my finances is multi-purpose financial planning software. Depending on your preference you can become exclusively virtual with your money using Mint, PowerWallet or Outright. If a desktop program is more your thing, you can consider something like Quickbooks or You Need a Budget.
All of these programs do basically the same thing. They let you create a budget, track your debts, view your investments and keep tabs on the money coming in and the money going out. As long as you pick a tool you enjoy, you?re already making great strides towards improving your finances.
2. Your bank?s app and website
Even if you access your finances through one of the above mentioned tools, it?s still very important that you log-in to check your bank account regularly. I have multiple checking and savings accounts with different banks, so it can be time-consuming to keep track of all of them.
Thankfully, having access to their mobile apps makes it much easier and can save you valuable time in the event that someone gets a hold of your debit card or bank information. The sooner you react to this situation the sooner everything will be back to normal. You?ll also be able to save money by not paying late charges, penalties for being overdrawn and other fees.
3. Smartphone apps for mobile money management
As a self-professed technology geek, one of my spending weaknesses is that I?m electronics hoarder, which means I?m a huge fan of mobile apps. (See photo.) I especially like obsessing over smartphone apps that make managing your finances on the go easy and effective.
A few of my favorites include, the Credit Karma app for checking my credit score, ReadyForZero for motivating me to keep paying down debt and ImpulseSave to help me avoid impulse purchases and save money more money. Even if you have a specific financial need, you?re bound to find an app that suites your individual situation.
4. Digital versions of pen and paper
If you?re fond of the ?old school? pen and paper method, you can still track your income and expenses using updated digital versions. You can use an Excel or Google Docs spreadsheet, to easily input your daily transactions from your checking account as well track your cash spending.
I actually use online planning software in combination with a Google spreadsheet. This way I not only view my budget for each month, but I can project my income and expenses for future months. This is especially helpful since some months will have extra expenses, like insurance or back-to-school expenses and some will have less.

For causes that escape me now, I kept kind of a diary through my
initially complete year of operating at a household based business enterprise. It was

An Associated Press journalist heard the explosion after 9 a.m. Sunday in the city of Bauchi, which has seen a number of bombings and shootings blamed on the sect known as Boko Haram. The blast appeared to hit a parking lot alongside the St. John's Catholic Church in the city.
Police and military surrounded the church and did not allow journalists inside the cordon. Later at a nearby hospital, Bauchi deputy police commissioner T. Stevens told journalists told that the bomber had been stopped at the church's gate, where he detonated the explosives packed inside his car.
Doctors cautioned more could die from their injuries.
"The situation has been brought under control," Stevens said. "We have our men minding all areas."
Stevens said no group or individual had claimed responsibility for the attack, though suspicion immediately fell on Boko Haram. The sect, whose name means "Western education is sacrilege" in the Hausa language of Nigeria's north, has been waging an increasingly bloody fight against nation's weak central government. More than 680 people have died in drive-by killings and bombings blamed on Boko Haram this year alone, according to an AP count. The sect has demanded the release of all its captive members and has called for strict Shariah law to be implemented across the entire country.
The sect has used suicide car bombs against churches in the past, most noticeably a 2011 Christmas Day attack on a Catholic church in Madalla near Nigeria's capital. That attack and assaults elsewhere in the country killed at least 44 people. An unclaimed car bombing on Easter in Kaduna killed at least 38 people on a busy roadway after witnesses say it was turned away from a church.
Attacks against churches by the sect have waned in recent weeks. Nigeria's military claimed it killed the sect's spokesman and a commander Sept. 17 outside the city of Kano, potentially shaking up a sect that has continued attacks despite a tighter military presence in northern cities.
The killing of members of the sect's senior leadership comes as the group recently changed some of its tactics and attacked more than 30 mobile phone towers throughout northern Nigeria, disrupting communications in a nation reliant on cellular phones.
Saturday night, the military conducted door-to-door searches in the northern cities of Damaturu and Potiskum, areas now under a 24-hour curfew that have been hard-hit by the sect.

Following the overthrow of longtime Egyptian strongman Hosni Mubarak in 2011, many Egyptian politicians -- including President Muhammad Morsi and the Muslim Brotherhood movement -- have called for changes to the troop limits imposed on Egypt on the Sinai Peninsula.
Egyptian leaders say the region is growing increasingly lawless and that the limits are an unacceptable infringement on Egypt's sovereignty.

LAGOS, Nigeria (AP) ? At Nigeria's Katangua Market, that castaway from the West means big money.
Shipping container after shipping container arrive in the market in Lagos, filled to the brim with plastic-wrapped bales of secondhand clothes from the U.S. and elsewhere. Traders scour, barter, hem and haw over T-shirts, bras, pants and shoes sent to help clothe a nation of more than 160 million people where the textile industry largely collapsed years ago.
But while much comes in as Western donations, those on the receiving end sell them instead of giving them away, creating a massive industry that makes it even harder for Nigeria's remaining clothing manufacturers to complete against a tidal wave of cotton and polyester.
"More often than not what people call donations actually ends up been hijacked by people ... who profiteer from it," said Diran Akinleye, an economics professor at the University of Lagos. "So even though it starts out in the U.S. or the (United Kingdom) as a donation, it ultimately becomes a business on this side."
Katangua Market sits past the international airport, surrounded by suburbs of Nigeria's largest city. Piles of clothes ranging from jeans to underwear lay on the ground as traders pick through them, selecting what they want to buy. Some sell the clothes direct to customers while other buyers will take the items to shops in and outside of the city.
Nearby, rows of tailors sit at foot-cranked sewing machines, repairing tears and resizing some large shirts. Piles of bras and panties litter the ground. T-shirts bear strange, cryptic slogans, like a cartoon character saying "No, no no!" A jersey with the No. 3 reads "Pittsburgh." Other shirts are more recognizable, like an Obama 2008 campaign shirt or an "I Love NY" T-shirt on a woman sewing nearby.
"We need this clothing," said clothing trader Sunny Nnjiofor. "Most of the factories that produce all this clothing materials have folded up."
Some clothes sell here for three pieces to a $1, a bargain compared to locally made shirts. Traditional clothing still has its place, though increasingly poor women will wear a cloth wrapper around her waist while wearing a secondhand T-shirt from the U.S. Western-style button-up shirts and pants also are increasingly worn by men.
Nigeria once had a thriving textile industry, largely based in the northern city of Kano. But in recent decades, as Nigeria's state-run electricity company fell into shambles, the mills slowed and finally stopped. Some companies, like Omas Nigeria Ltd., still produce clothes for government agencies and private businesses, but making a profit has grown increasingly difficult as they depend on diesel generators for electricity, said Margaret Orubu, Omas' managing director.
"The cost of production is very high. Electricity, to water, the rent and (other charges are) very expensive compared to what people bring in from abroad," Orubu said. "If you compare the price you'll find out that after production, the cost of the ones we produce here are very, very expensive."
While undercutting costs, the importation of donated clothing provides jobs in the country's massive gray labor market. Tailors wander through streets here, snapping scissors to announce their presence. Salesmen drape the secondhand clothes over their arms, walking through neighborhoods to show off their wares.
Marketers decline to talk about how they source the clothes from abroad, but acknowledge much of it comes from donations. Some of it also is thought to be ferried over from neighboring Benin as contraband.

Entrepreneurs looking to get involved in Arizona?s fledgling marijuana industry have no shortage of opportunities to receive help as they navigate the complex world of medical cannabis. Numerous groups have held seminars, conferences and other events aimed at providing much-needed information to locals hoping to open a dispensary, grow operation or other MMJ-related business.
The latest opportunity comes on Sept. 27, when?Cannassure Insurance Services will host a seminar in Scottsdale covering insurance options, risk management strategies and service innovations in the medical marijuana business. Patrick McManamon and Kathy Kukor from Cannassure will lead the insurance and risk management segment of the seminar, while Steve DeAngelo of Harborside Health Center ? a large dispensary based in Oakland, California ? will speak on service innovations.
?We will discuss strategies to minimize risk associated with crime and security, cash management, workers? comp, product liability and auto (delivery; hired and non-owned),? McManamon said. ?We have toured and observed numerous dispensaries, growing warehouses and infused product manufactures in California and Colorado over the last two years.? Our interviews with key employees and observations have formed the basis for our insurance and risk management program.?
Arizona recently selected dispensary finalists in a highly publicized lottery. The winners can now move to the next step in the process and ? if they qualify ? eventually receive a permit. But some high-level state officials are trying to shut down the entire program and a lawsuit on the issue will likely determine which side comes out on top. A judge could rule on the suit in the coming weeks.
The event ? which is free to locals who received initial approval by the state to open a dispensary ? will be held from 3 to 5 p.m. at the Hotel Valley Ho, 6850 E. Main Street, in Scottsdale. The Marijuana Policy Project and the National Cannabis Industry Association are sponsoring the seminar.
